The Australian Government is working with state and territory governments to make it easier for licensed and registered workers to work where the work is, as the best opportunities aren’t always close to home.

What is JobPass?

JobPass allows work licences and registrations to be automatically recognised interstate, without delays, additional fees and lengthy paperwork.

The scheme is now in place in:

  • New South Wales
  • Victoria
  • South Australia
  • Tasmania
  • Australian Capital Territory
  • Northern Territory.

Western Australia is working to enter the scheme by 1 July 2022. Queensland continues to be encouraged to join as the scheme is being implemented.

Who is eligible for JobPass?

To be eligible, you must hold and maintain a licence or registration in your home state or territory that covers the activity you intend to carry out elsewhere in Australia.

State and territory governments may also require workers to meet additional requirements to be eligible, such as:

  • notifying the second state regulator of their intent to work
  • meeting financial public protections requirements such as insurance
  • providing evidence of satisfying working with vulnerable people character tests.

What safeguards are in place?

You’re required to comply with the laws of the state that you’re working in. If you fail to comply it can impact your ability to continue to work under the scheme and also in your home state licence.

Certain licences and registrations may also be excluded from the scheme in certain states and territories because of risks to workers, the community, animal welfare or the environment. When a licence is exempted from the scheme, interstate workers must obtain authorisation through alternative arrangements.

Workers that are subject to civil, criminal or disciplinary action related to the occupation or who have conditions imposed on their licence as a result of such action won’t be able to partake in the scheme.

Building on the existing safeguards of the long-standing mutual recognition arrangements, it is important for businesses and workers to be aware of and comply with the laws where they intend to work.
